Online Building Services
To help serve our customers, we offer a variety of online permitting services.
Appointments
The Community Development Department offers in-person appointments at the Public Counter.

Building electronic plan check (EPC)
Submit building permit applications requiring plan review through the EPC program which enables applicants to upload the required application, construction drawings, and supportive documentation (e.g., structural calculations, soil reports, water supply tests, etc.) to obtain clearance for building permits through our Public Permit Portal .
Building electronic over the counter (E-OTC) plan review
E-OTC plan review is available for certain projects and work.
e-Planning
Submit Planning entitlement applications and Planning clearance requests online through the e-Planning submittal service.
Inspections
Inspections are to be scheduled as normal. On the day of your inspection, your inspector will contact you by phone to set up an inspection time.

Minor permits
Minor permits are for construction projects that do not require plan review and are subject to field inspection approval.
Contractors
If you are a California licensed contractor you may acquire and pay for minor permits for the following scopes of work through the web-based Public Permit Portal :
- Residential and Commercial Water Heaters
- Residential Heating, Ventilation and Air Conditioning systems (HVAC)
- Residential and Commercial Re-Roofs
- Residential Electrical Minor work (main and sub service panels; rewire work; whole house fans; ceiling fans; and new electrical circuit)
- Residential minor plumbing work (sewer repair and replacement; re-plumbing of supply and drainage piping; and fixture replacement)
Additional minor permits are temporarily available to contractors by emailing ezpermit@cityofsacramento.org :
- Kitchen and bath remodels without structural modifications which must include completed a Universal Building Permit Application CDD-0200 and Residential Interior Remodel Questionnaire - CDD-0162
Homeowners
Temporarily all of the minor permits listed above are also available to homeowners by emailing ezpermit@cityofsacramento.org all of the following completed forms:
- Universal Building Permit Application CDD-0200
- Owner Builder Verification Form CDD-0220
- Planning Exemption Form Express CDD-0035
- Residential Interior Remodel Questionnaire - CDD-0162 (required for kitchen and/or bathroom like-for-like remodels)

Pay fees
In addition to major credit cards, we accept electronic check payments. Customers can pay for planning entitlement fees and building permit fees online through the Public Permit Portal .

Permit services

Production permit applications
Residential subdivision developers must submit production home permit applications electronically.

Residential PV solar systems
Permit applications for a stand-alone residential PV solar system being voluntarily added to an existing home can be submitted electronically. Required documents include a CDD Building Application, SMUD interconnection letter, construction plans, and equipment specifications.

Please note: for new construction of a single-family home, where a solar system is required by building code, the solar plans must be part of the overall submittal for the home.
