Submit Planning entitlement applications and Planning clearance requests online through the e-Planning Submittal service. A public user account must be created to submit an application through the Public Permit Portal. Download our Registration and Submittal Guide for instructions on how to create an account.

Current projects and recent decisions on entitlement applications are posted on the City’s website daily. Projects are listed by City Council District and the assigned planner's name and phone number is listed for each project. Please contact the planner directly or email us if you need additional information on a specific project.
There are two application options available. Applicants can only select one application type per submittal because each type has distinct submittal requirements. Applicants can submit multiple applications.
1. Planning Entitlement
This application type is for applicants who know their project requires a Planning application (to be granted an "entitlement," or planning permit) before they can submit for building permit. Applicants selecting this option have already done their land use and zoning research through the Planning Division’s website, planning@cityofsacramento.org, or the public counter. They are confident that they have a complete application.
Entitlement types include: Site Plan and Design Review (SPDR), Conditional Use Permits (CUPs), and Tentative Maps. Resources: Planning Entitlement Application (CDD-0063)
2. Building Permit Submittal Clearance
This application type is for applicants who have prepared construction plans and are ready to submit to the Building Division but need clearance from the Planning Division. In the past this was done by emailing planning@cityofsacramento.org or visiting the public counter. Please note that for all projects, the Planning Division determines if a Planning application is required or if the project is cleared for submittal to the Building Division. All submittal documents shall be prepared according to the Building Division's application requirements. Visit the Building Electronic Plan Check (EPC) page to learn more.
