At this time over the counter plan review will be provided electronically.
As of Monday, March 22nd, 2021, we provide Electronic Over-the-Counter (E-OTC) review for certain projects and work. Please download form CDD-0114, “Criteria for Over-the-Counter Plan Review Request” for the parameters and limitations of this program. Please read and sign the form prior to requesting this service.
STEP 1
Gather the necessary documents needed for an E-OTC request. Each E-OTC request must include the following attachments in PDF format:

Please email your documents to Eotc@cityofsacramento.org between 10:00 am and 3:00 pm on any business day to request the E-OTC service for the following business day. This email box will only accept emails between these hours. Emails which are received outside the hours of 10 am-3 pm will automatically be deleted.
Submission of an email does not guarantee acceptance into the service. If a project is deemed ineligible for E-OTC by review staff, the requestor will be instructed to submit the project through normal submission procedures.
STEP 3
Please wait for a response from the plan review team. All approval and correction notices will be sent by the close of business on the schedule E-OTC service date.
An expedited plan review fee will apply to jobs that require plan review and are accepted into the E-OTC program. If your project does not qualify for the E-OTC program, please, submit your plan review application though our Electronic Plan Check (EPC) process.
