Permit Services

The Public Counter will be closed for in-person services December 24, 2024, through January 2, 2025. Business will continue to be done electronically, except for City-observed holidays. We will resume regular counter hours on January 7, 2025, with appointments available Tuesday through Thursday from 9 a.m. to 3:30 p.m.

Public Kiosk

A Public Kiosk is available during Public Counter hours

Use the kiosk to:

  • Register for a basic user account
  • Apply for building permits by creating a plan review submittal record and submit your plans online for plan review (bring your thumb drive)
  • Search permit history for a property
  • Search open code cases for a property
  • Ability to print City forms
  • Pay fees online
  • Find information on the permit process and much more additional information

The permit services department is the main resource for customers seeking a building permit. The first step in the process is finding the service that fits your project. Almost all permits must be submitted online through the public permit portal.

A building permit is required for projects such as new construction, additions, tenant improvements, pools, spas, signs, remodeling, and work on electrical, mechanical, and plumbing systems. 

Reminder: work started before a building permit is issued is subject to a penalty fee.

Need to visit the public counter?

The Community Development Department offers appointments for planning questions and minor building permit needs. For more information and to make an appointment, please visit the appointment scheduling page

Online minor permits

As a part of the Sacramento Streamline initiative we now offer California licensed contractors the ability to pull minor permits online and schedule inspections online.

Online electronic plan check submission (EPC)

If a project requires plan review, both residential and commercial projects must be submitted online. For more information visit our electronic plan check page.
