The Sacramento Police Department's Tow Rotation Program

The Sacramento Police Department (SPD) developed the Tow Rotation Program to provide for safe, efficient and rapid removal of vehicles and to help maintain safety on the roadways and throughout the City of Sacramento. SPD coordinates the Public’s and the Department’s tow services through the Towing Rotation Services Agreement. The Tow Rotation Program allows members of the towing industry to participate in a rotational tow list to equitably distribute service calls.

Licensed tow truck companies who would like to be on the Sacramento Police Department’s tow rotation list must register as a supplier and submit a completed application.

Supplier registration

Completion of the registration process is required for bidding. The City's Supplier Registration Page allows this process to be completed electronically.

Note: A Business Operation Tax Certificate (BOTC) and IRS forms are required to complete and submit registration.

Application

Applications can be downloaded using the link below. 

Completed applications shall be delivered by email, or via mail or in person to:

        Sacramento, CA 95811

An original application with all required documents and attachments must be received by the City of Sacramento no later than 1200 hours (Noon) on December 12, 2023 to be considered for an agreement award date of January 1, 2024.

Applications received after December 12, 2023 will be considered and, if approved, placed on the rotation list with a later agreement award date. If the tow rotation list is full, the approved tow company will be placed on a waiting list and notified once a spot becomes available. The agreement expiration date will remain the same regardless of when the tow company joins the agreement.

Upon acceptance into the Tow Rotation Program, the City will assign a Contractor to one (1) of the two (2) operational districts: Tow Districts

Current Tow Fee Schedule (effective January 1, 2024)

  • Vehicle Release Fee: $180
    (Payable to the Sacramento Police Department) 
  • Tow Fee:  $235 (1 hour minimum)
    (Payable to the tow company) 
  • Storage Fee: $60 per day
    (Payable to the tow company)

Frequently asked questions

  • What if I Sell or Transfer my business?
    The Tow Services Agreement is not transferable to the new owner. The new owner must apply to and be approved by the Sacramento Police Department for participation in the Tow Services Agreement.        
  • What if I go out of business or no longer want to be on the rotation?
    The Agreement may be terminated immediately upon written notice given by the Contractor.
  • Can I tow for more than one district area?
    A Contractor may not tow for more than one district area on the SPD tow rotation. The Contractor may choose to apply for the Code Compliance Division's tow rotation as well.
  • What if I want to tow Code Compliance Division vehicles?
    The Sacramento Police Department and the City of Sacramento's Code Compliance Division each have separate tow rotation agreements. Tow companies can choose to sign up for one or both programs. Each application must be submitted separately for each agreement.
