Citywide Heavy Duty Tow Rotation Program

The Sacramento Police Department and Code Compliance Division is currently accepting applications for the Heavy Duty Tow Rotation Program

Sacramento Police Department (SPD) and Community Development Department (CDD) and have an operational requirement for heavy duty tow services to remove abandoned, dismantled, wrecked and inoperative recreational vehicles from public property including city streets, alleys and from privately owned property. CDD coordinates tow services of abandoned heavy duty vehicles through the Heavy-Duty Towing Rotation Services Agreement which allow members of the towing industry to participate in a rotational heavy duty tow list to equitably distribute service calls and assist the City in removing these types of vehicles.

On an annual basis, the City of Sacramento tows approximately over 500 heavy duty (Class C & D) vehicles and vessels for various types of violations. The volume of heavy-duty tows has increased over the past several years as the City’s Code and Police Department continue to remove heavy duty vehicles that are abandoned, dangerous, dismantled, or inoperable.

Qualified tow companies who would like to participate in the Heavy-Duty Tow Rotation list must register as a supplier and submit a completed application. All applications are reviewed to ensure the requirements are met.

Supplier registration

Completion of the registration process is required to participate in the Request for Qualification (RFQ) process. The City's Supplier Registration Page allows this process to be completed electronically.

Business operation tax certificate

A Business Operation Tax Certificate (BOTC) and IRS forms are required to complete and submit registration. More information on the City's BOTC requirement.

Application

Applications can be downloaded using the link below.

Completed applications shall be delivered electronically only via email.

Electronic applications submitted with all required documents and attachments will be reviewed. If the application is approved and there is room on the heavy duty tow rotation list for an additional vendor(s) tow companies, a contract will be awarded. If the tow rotation list is full, the approved tow company will be placed on a waiting list and notified once a spot becomes available. The awarded contract will be valid through December 31, 2028.

Mandatory pre-bid meeting

The mandatory Pre-Bid Meeting was held virtually on Microsoft Teams on Thursday, May 2, 2024, at 11:00 a.m.

Upon acceptance into the Heavy-Duty Tow Rotation Program, the class C and D (heavy duty) tow contractors will be required to tow Citywide.

Dependent upon the City's needs, it is possible that heavy duty tow districts will be assigned by north and south regions. 

Current vehicle release and storage fees

Vehicle Release Fee: Currently $180- Payable to the Sacramento Police Department

Class C and D Tow Fee: Determined by the tow companies and approved by Chief of Code and Housing.

Storage Fee: Currently $60 per day- Payable by the registered vehicle owner to the tow company.

What if I sell or transfer my business?

The Heavy Duty Tow Services Contract is not transferable to the new owner. The new owner must apply to and be approved by CDD for participation in the CDD Tow Services Contract.

What if I go out of business or no longer want to be on the rotation?

The Contract may be terminated immediately upon written notice given by the Contractor.

What if I want to tow light duty vehicles for the City?

The Sacramento Police Department (SPD) and the Code Enforcement Department each have separate tow rotation contracts for light duty towing services. Tow companies can choose to sign up for one or both contracts. Each application must be submitted separately for each contract.
