DUMPING IN PROGRESS - If you witness illegal dumping in progress, note the license plate, vehicle make and model, and description of violator and immediately call 311 or (916) 264-5011 to file a report.
Illegal dumping is a crime and a blight on our neighborhoods. You can help the City of Sacramento stop illegal dumping and possibly earn a reward.
If you see a pile on the street - don't wait - report it. Call 311 or (916) 264-5011, report it to 311 online or use the Sac311 App for iPhone or Android. The faster it is reported, the sooner enforcement and removal can begin. Provide as accurate a location as possible, address, or cross street nearest the pile.
The City's reward program offers between $500 - $1,000 to persons providing information to the City which results in either an administrative penalty citation for the violator or an arrest and misdemeanor conviction.
City code enforcement officers investigate illegally dumped piles if the initial report includes a possible witness, photo, video, mail in the pile, or other evidence that could lead to the violator.
In order for a report to be reward eligible, a sworn statement from the reporting citizen(s) is required and will be collected by City code enforcement officers or police. Other factors in determining eligibility for a reward will be:
City staff investigating the incident will make a recommendation to the City manager regarding the issuance of a reward.
Persons ineligible for reward
Title 13, Chapter 13.10.130 of the City Code states: A. No person shall accumulate, store, keep, throw, place, deposit, or dump refuse: 1. In any water or waterway, or upon the levees or banks adjacent thereto; 2. Anywhere else on improved or unimproved public or private property, except in the containers designated for this purpose, or as otherwise allowed under this chapter. B. A reward of five hundred dollars ($500.00) will be paid by the city to the person furnishing information to the authorities leading to the arrest and conviction of any person violating the provisions of this section. The reward shall be paid to the person furnishing information leading to the arrest upon conviction of the person arrested. The city manager may adopt guidelines for administering the reward program that shall become effective upon council approval. (Ord. 2013-0009 § 3)
