Merchant Parking Permits

Local merchants located in areas where off-street parking for employees is not available or limited may request Merchant Parking Permits for on-street parking as authorized under California Vehicle Code section 22507(b). 

How do permits work?

Merchant Parking Permits allow exemptions from posted time limits and meter payment requirements during prescribed hours and days at specified spaces on the streets.

Permits are in the form of ePermits, which utilize the vehicle's license plate number as the credential. Permits also require a monthly payment per vehicle. 

Permit limitations

Preferential parking privileges do not exempt permit holders from:

  • Any regulations enforced at colored curbs (red, white, blue, green, or yellow)
  • Any posted "No Parking" regulations 
  • Any regulations not related to time limit restrictions or meter payment requirements 
  • On-street regulations prohibiting vehicles parking on the street for more than 72 hours in the same space

Benefits of Merchant Parking Permits

Permit parking is restricted to on-street spaces designated as Merchant Permit Parking (MPP) zones.  The permit provides the following benefits for both staff, residents and nearby merchants:

  • Convenient and increased parking supply for employees, residents and visitors to the area.
  • Creation of potential shared parking zones to accommodate employees of multiple merchants. 
  • Increase safety by providing parking in closer proximity to the places of employment. 
  • Reduction of long-term parking by commuter vehicles in RPP areas. 
  • Establish defined zones to reduce employee time searching for parking before work. 
  • Maintain short-term parking for non-resident vehicles visiting the area

Evaluation of site

Merchant Permit eligibility relies on several factors that include, but are not limited to:

  • If permit implementation will adversely affect parking for area residents or other merchants 
  • Potential to create shared on-street employee parking areas
  • Sites that were established prior to developments in the past 10 years and are now experiencing adverse effects with parking
  • Are not in close proximity to other off-street parking options, including public parking lots or garages
  • Sites in areas with Residential Permit Parking (RPP) that prevent staff from parking during work hours 
  • Bus zones, red zones, and passenger loading zones are not eligible for conversion.

Permit parking will be assessed for parking spaces near the merchant site.

Merchants with existing off-street parking that can accommodate staff parking are encouraged to use existing off-street parking. Security issues relating to the location of the site's off-street parking do not qualify as eligibility for the program and it is recommended that the site look into private security options as opposed to moving staff parking to the street.
