Educational Institution Parking Permits

Staff employed at educational institutions located in areas of continued growth may experience difficulties with finding parking accommodations within a close proximity to the school.

California Vehicle Code section 22507(b) authorizes local agencies, by ordinance or resolution, to designate preferential parking privileges for school personnel to park on specified streets if the local authority determines that the use of the permits will not adversely affect parking conditions for residents and merchants in the area.

How do permits work?

Educational Institution Parking Permits allow exemptions from posted time limits and meter payment requirements during prescribed hours and days at specified spaces on the streets.

Permits are in the form of ePermits, which utilize the vehicle's license plate number as the credential. Permits also require a monthly payment per vehicle. 

Permit limitations

Preferential parking privileges do not exempt permit holders from:

  • Any regulations enforced at colored curbs (red, white, blue, green, or yellow)
  • Any posted "No Parking" regulations 
  • Any regulations not related to time limit restrictions or meter payment requirements 
  • On-street regulations prohibiting vehicles parking on the street for more than 72 hours in the same space

Benefits of Educational Institution Permits

Permit parking is restricted to on-street spaces adjacent to the school-owned property line. This prevents staff from parking in nearby residential permit (RPP) areas. The permit provides the following benefits for both staff and residents:

  • Convenient and increased parking supply for school personnel, residents and visitors to the area 
  • Increase safety by providing parking in closer proximity to the school site
  • Reduction of long-term parking by commuter vehicles in RPP areas and around the school 
  • Establish defined areas for student drop-off and pick-up to promote traffic and student safety 
  • Maintain short-term parking for non-resident vehicles visiting the area

Evaluation of site

School site eligibility relies on several factors that include, but are not limited to:

  • If permit implementation will adversely affect parking for area residents or merchants
  • Sites that were established prior to developments in the past 10 years 
  • Are not in close proximity to other off-street parking options, including public parking lots or garages 
  • Sites in areas with Residential Permit Parking (RPP) that prevent staff from parking during work hours 
  • Have existing on-street parking spaces along the school property line that may be converted to permit parking for staff. Bus zones, red zones, and passenger loading zones are not eligible for conversion.

Permit parking will be assessed for parking spaces along school-owned property lines. Parking spaces cannot be established on sides of the street that are not owned by the school district or its governing board. 

Schools with existing off-street parking that can accommodate staff parking are encouraged to use existing off-street parking. Security issues relating to the location of the site's off-street parking do not qualify as eligibility for the program and it is recommended that the site look into private security options as opposed to moving staff parking to the street.
