RPP Regulations & Violations

Outstanding parking citations

All outstanding parking citations must be cleared before any residential permits are issued. A temporary permit will be issued until the citations are cleared or the resident applies for a citation payment plan. 

Park within three city blocks from permit address

Pursuant to Sacramento City Code 10.48.120 vehicles with permits may not park more than three (3) city blocks from the address where the permit is registered, regardless if posted RPP signage reflects the same permit area.  

Residential permits do not provide exemptions at these spaces

  • Any spaces with posted "No Parking" signage 
  • Spaces posted for City Services. These spaced are enforced on all holidays specific days of the week. Permit holders are required to abide by these restrictions. 
  • Spaces painted in regulatory colors: fire lanes or hydrants (red curbs),  passenger loading/unloading zones (white curbs), commercial loading/unloading zones (yellow curbs), spaces marked for 15 or 30 minute parking (green curbs)
  • Bus parking zones
  • Disabled Person parking spaces, unless the vehicle displays a DP placard or license plate. 

Parking operating hours (enforcement hours)

Drivers who do not have residential permits may park in RPP areas if the vehicle is parked in compliance with posted time limits or meter payment requirements. Parking operating hours refers to when time limits are enforced or when meter payments are required. Parking operating hours vary in each area and are posted on signage and on meter screens. Most metered and time limited spaces are enforced Monday through Saturday, except for Old Sacramento where hours are enforced seven days per week.

Renewal permits

It is the resident's responsibility to renew prior to the expiration date indicated on the permit(s) and on the Renewal Schedule. There is a ten (10) day grace period after the expiration of each renewal period. The process to renew a permit is the same as applying for a new permit.

Parking with Disabled Person placards and license plates

Vehicles displaying a valid Disabled Person Placards or Disabled Person license plate are exempt from Residential Permit requirements and do not need to display a residential permit.

72-hour parking violations

Vehicles are not allowed to park on the street, in the same location, for more than 72 hours per Sacramento City Code 10.36.080(A)(1). Vehicles with Disabled Placards or Disabled Person license plates are also required to abide by this code. 

Non-motorized vehicles or attachments

Non-motorized vehicles, such as trailers, are not eligible for parking permits unless the non-motorized vehicle is attached or hitched to a motorized vehicle displaying a valid permit.

Change of residences within RPP zones

Any change of residence requires a void of the permit registered to the former address, including permits that have not yet expired. If the new residence is also within an RPP zone, a new residential permit registered to that new address is required. Permits must always be registered to the physical address of the current residence, regardless of whether the former address is within the same RPP zone,. This also applied to changes of residence within the same residential complex.

Use of any residential permit still registered to a former address, including permits that have not expired for that area, is a violation of Sacramento City Code Chapter 10.48 and may result in a parking citation or revocation of your permit until the next renewal cycle for that area. It is also a violation to sell or transfer an unexpired permit registered to a former residence to another driver. Permits are registered to the applicant's name and their address. 

To avoid a parking citation or revocation of your residential permit for misuse, please do the following if you are moving out of a residence  or have already moved: 

  • Email the Revenue Division with your full name, address, and expected end date at the current residence. Please ensure the effective end date is reflected as the day after you no longer plan to park at your former residence. 
  • Turn in all placards registered to the former address to the Revenue Division to avoid another person taking possession of them and using them without your knowledge. 
  • Apply for a new residential permit if the new residence requires a residential permit to park on the street, regardless of whether it is the same zone or residential complex as your former address. 

Permit violations

Permits are issued to the residential address and cannot be sold, transferred, exchanged, copied, or replicated. This includes permits that have not yet expired. Violation of this provision of the Sacramento City Code may subject the resident to revocation of the permit and cause the residential address to be ineligible to apply for another residential permit until the next renewal period for their permit area.
