The City of Sacramento has implemented a moratorium on excavating newly-constructed or resurfaced streets, roads, and alleys to protect their integrity. Under Ordinance 2024-0050, no excavation may occur on these streets during the moratorium period, which lasts five years for streets with new pavement at least half an inch thick, or three years for streets with less than half an inch thick coatings. Exceptions can be made for urgent situations such as preserving life or property, preventing utility service interruptions, or for compliance with certain permits.
