About The Project

After nearly seven years of planning, community input and design, construction of the Franklin Boulevard Complete Streets Project is slated to begin in early 2025. This webpage will be regularly updated with construction progress and impacts.

During the design phase, the City of Sacramento collaborated with a broad cross section of community members, organizations and agency partners in the development of a Complete Streets Master Plan for Franklin Boulevard between Sutterville Road between 12th Avenue and 38th Avenue. The project will enhance safety and provide a pedestrian, bicycle, vehicular, and transit friendly environment through improved roadway and streetscape designs.

Benefits

The corridor is currently a four-lane arterial with limited pedestrian and bicycle amenities, making it a less than an ideal environment for anyone traveling without a car. The final design, to be constructed started in early 2025, improves connectivity for all users, improves pedestrian safety and access to businesses, creates safer traffic movements, and new bicycle routes.

Situated within the Franklin Boulevard District, the project will transform the corridor into a friendly and inviting gateway to the district, businesses and adjacent neighborhoods and will introduce new sidewalk improvements, marked pedestrian crossings, buffered bicycle lanes, lighting and landscaping.

The Franklin Boulevard Complete Street Project will:

  • Reduced lanes to calm traffic and prioritize pedestrians
  • Add bike facilities and a protected bike lane Increase safety with new pedestrian lighting
  • Construct medians to accommodate pedestrian crossings
  • Expand tree coverage to eliminate the current “shade desert”

Construction

Construction phasing and planning is under development in preparation for work to begin in early 2025. Information will be shared on this webpage once available.

During construction, residents and businesses will notice the following impacts. The construction team will work directly with the community to mitigate impacts.

  • Temporary lane shifts and traffic controls
  • Sidewalk/ramp closures, with a pedestrian path maintained Increased construction noise
  • Restricted street parking
  • Residents and businesses will always have access to their properties

Cost and Funding

Public Works staff secured construction funding through three main, competitive sources:

  • Active Transportation Program funds from the California Transportation Commission
  • Federal grants through the Sacramento Area Council of Governments
  • Measure A funds administered by the Sacramento Transportation Authority

The planning, environmental review and preliminary engineering phases for this project were funded through a Sacramento Area Council of Governments (SACOG) Community Design Grant, with additional public funds.

Community Involvement

Community members and businesses, led by the Franklin Boulevard District, approached the City to bring a traffic calming and pedestrian safety project to their community. The project has always been community driven and community input was used to inform the design. Click here to review the community engagement during the design phase. Project FAQ's

1. How long has the Franklin Boulevard Complete Streets Project been in the works?

The Project has been in development since 2017, starting with a master planning effort involving community input. The city completed a planning study, finalized the design, secured funding, coordinated with business owners, and is now ready for construction.

2. Why is the Franklin Boulevard Complete Streets Project important?

Franklin Boulevard, the main street of North City Farms, hosts shops, markets, restaurants, and services. However, its proximity to Highway 99 also makes it a commuter bypass.

The project is located on Franklin Boulevard between Sutterville Road to 32nd Avenue, just south of Fruitridge Road. The Project will reduce lanes from four to two, add protected bikeways, widen sidewalks, and introduce landscaping, trees, and pedestrian lighting. These changes will calm traffic and make the area safer for the community.

3. What is the timeline for completion?

Construction along the corridor will begin after winter 2025. This project includes sidewalk reconstruction and widening, new curb ramps, lighting and signals, landscaping, and resurfacing/striping the pavement. To complete all these tasks, the project is anticipated to under construction into early 2026. 

4. How has the community been involved with the project?

The community initiated the Franklin Boulevard Complete Streets Project through the Franklin Boulevard Business Association, comprised of intergenerational business owners with strong local ties. Collaborating with organizations and experts, the Franklin Boulevard Business Association prioritized a Complete Street project to make Franklin Boulevard safer and more user friendly for walking, biking, and driving. The design, developed with input from businesses, community groups, and schools, is moving into the construction phase in early 2025. 

5. What should Franklin Boulevard users except during construction?

The project will reduce lanes to one in each direction and will be implemented in a permanent lane reduction from the beginning of construction. Please use caution and plan for additional travel time when driving through the construction area. Businesses and schools will always remain open, and all properties will always be accessible during construction.
