Construction for Broadway Complete Streets is underway!

The City is set to begin nightime grinding and paving activities on Broadway from May 19 to June 3 (8 p.m. to 6 a.m) excluding weekends. The pavement repair will involve the following: 

  • Grinding off approximately 2” of old pavement surface.
  • Performing “digouts,” where they excavate locations with failed pavement base, and backfill it with new pavement base material. 
  • Placing 2” of new asphalt pavement on top. Paving will occur over a series of days; typically the south half on one day, the north half on another, and side street connections on a third. 
  • Placing temporary pavement striping while the asphalt “cures” and while construction lane shifts are required. Permanent striping will happen at a later time.

Lane shifts and closures, with temporary limitation of access to driveways and cross streets will occur. Detours and temporary parking restrictions will be in place.

We recommend to use X and W streets or Riverside Boulevard for detours.

Why night work?

These operations require major lane shifts, temporary side road and driveway closures, and a lot of construction crews and equipment.

Because of the safety concerns and traffic challenges associated with daytime construction, this work will be performed at night (8 p.m. to 6 a.m.).

What to expect?

While the anticipated timeframe for night paving along the whole corridor spans between May 19 to June 3, work in front of a specific block will occur over fewer nights. It will take approximately 4-5 nights to go through the work series of grinding, digouts, and paving, and will last for a few hours per block on a given night.

The following is a list of some of the effects of paving work:

  • Noise – expect noise from required backup alarms, grinding and paving machines and general construction noise. The noise will be most impactful only when the crews are in your area. 
  • Vibrations – minimal vibration from grinding machine and compaction equipment.
  • Smells – typical construction (oil, asphalt).

Project description

The project location is the two-mile Broadway corridor between 3rd Street and 29th Street, south of downtown Sacramento, California. It anchors multi-modal transportation connections and improves access for all modes by introducing a four-lane to three-lane road diet, new buffered bicycle lanes, new marked pedestrian crossings and refuge islands, and multi-modal improvements at two intersections.

Benefits

The project is designed to calm traffic, improve safety, and make the street more inviting for travel on foot and by bicycle.

Cost and funding

The estimated total project cost (including environmental clearance, design, and construction costs) is $15M. The project will be delivered in two phases:

  • The first phase, from 3rd Street to 24th Street, including the extension of 29th Street from X Street to the SR-99 ramp, is estimated to cost $11.6M (including environmental clearance, design, and construction) and has received funding through the Active Transportation Program grants, SACOG Community Design and Regional Transformative programs, Community Development Block Grants, Measure A funds, and Major Street Construction funds.
  • The last phase implements the proposed corridor improvements in the segment between 24th Street and 29th Street. This new segment is estimated to cost $3M (including design and construction). The City has secured additional federal grant funding through SACOG to construct this phase after the initial phase is complete.

Schedule

The project team has completed environmental studies, analyzing traffic operations in the corridor, and is moving into final design activities. Final design is expected to take 12-16 months and requires coordination with other agencies such as Sacramento Regional Transit, California Department of Transportation, and Union Pacific Railroad.

Design of the first phase (3rd Street to 24th Street) is anticipated to be completed by Summer of 2022 with construction occurring in 2023.

Design of the final phase (24th Street to 29th Street) is expected to be completed by Summer of 2023 with construction occurring in 2024.

Public workshop #2

On Thursday, August 8th, 2019, the City hosted a second public workshop from 5:30 - 7:00 p.m. at Leataata Floyd Elementary School. Public workshop #1

On Wednesday, July 18, 2018, the City, in conjunction with the Greater Broadway Partnership's Placemaking effort, held a community open house to present and gather input on projects happening along the Broadway corridor. More than 110 community members attended the workshop from 5:30 - 7:00 p.m. at Uptown Studios located at 2415 23rd Street.
