Arcade Creek Bridge Replacement Project

Project description

The City of Sacramento Department of Public Works is proposing to replace the Arcade Creek Bridge on Auburn Boulevard due to its structurally deficient and functionally obsolete status, as determined by the Federal Highway Administration criteria. The project site is located in the north eastern corner of the City of Sacramento, near the border with Sacramento County, where Auburn Boulevard crosses Arcade Creek, east of Winding Way and west of Park Road and the I-80 ramps. The existing bridge over Arcade Creek is a reinforced concrete T-beam structure that was originally constructed in 1927, and then widened in 1965. The bridge has two spans with a total length of 70 feet. It carries two lanes of traffic in both the eastbound and westbound direction, with a left turn pocket for westbound to southbound users. The current structure does not provide sidewalks or bike lanes that meet current standards.

The new bridge will be 100 feet wide (see cross section below) and be raised slightly to remain operational during a 20-year storm event. The new bridge will carry two lanes of traffic in each direction, provide an additional left lane for westbound to southbound users at the Auburn Blvd./Winding Way to improve intersection operations, and will also provide standard sidewalks and bike lanes in the project area.

Benefits

The proposed bridge replacement will provide a new bridge that is consistent with the American Association of State Highway and Transportation Officials (AASHTO) and Caltrans design standards for roadway geometry, accessibility and structural integrity. The profile of the bridge will be raised slightly which will allow the bridge to stay above water and operational during a 20-year storm event.

The addition of a second left turn lane onto southbound Winding Way will help address operational deficiencies which are most notable during evening commute hours. The project will also implement continuous bike lanes and ADA compliant sidewalks throughout the project area.

Cost and funding

The estimated construction cost of replacing the Arcade Creek Bridge including Construction Management is approximately $11M and is primarily funded through the federal Highway Bridge Program (HBP) funding with City Major Street Construction Funds being used as the Local Match. The County of Sacramento has partnered with the City to provide funding for the additional bridge width required for the additional left turn lane as the additional structure width was not eligible for HBP funding.

Schedule

The City is currently finalizing bid documents with the intention of advertising this project for bids in February 2025. Construction efforts are expected to begin in late May 2025.

Construction Impacts – What to Expect

Removal and replacement of the structure over Arcade Creek will be a difficult process and must be completed during the dry season when the creek has minimal flows. For this reason the project will be closing Auburn Boulevard, between Winding Way, starting at the end of May so this work can proceed as quickly as possible. The City and County recognize that this is an inconvenience for area residents and encourage interested parties to view the Detour Map (below) and plan accordingly.

Access between Winding Way and Auburn Blvd west of the project will be maintained with the exception isolated closures for final paving operations. Access between SR-44 ramps and Auburn Blvd east of the project will also be maintained.
