The City of Sacramento Department of Public Works is proposing to replace the Arcade Creek Bridge on Auburn Boulevard due to its structurally deficient and functionally obsolete status, as determined by the Federal Highway Administration criteria. The project site is located in the north eastern corner of the City of Sacramento, near the border with Sacramento County, where Auburn Boulevard crosses Arcade Creek, east of Winding Way and west of Park Road and the I-80 ramps. The existing bridge over Arcade Creek is a reinforced concrete T-beam structure that was originally constructed in 1927, and then widened in 1965. The bridge has two spans with a total length of 70 feet. It carries two lanes of traffic in both the eastbound and westbound direction, with a left turn pocket for westbound to southbound users. The current structure does not provide sidewalks or bike lanes that meet current standards.
The new bridge will be 100 feet wide and be raised slightly to remain operational during a 20-year storm event. The new bridge will carry two lanes of traffic in each direction, provide an additional left lane for westbound to southbound users at the Auburn Blvd./Winding Way to improve intersection operations, and will also provide standard sidewalks and bike lanes in the project area (see figure below).
The proposed bridge replacement will provide a new bridge that is consistent with the American Association of State Highway and Transportation Officials (AASHTO) and Caltrans design standards for roadway geometry, accessibility, traffic safety, and structural integrity. The profile of the bridge will be raised slightly which will allow the bridge to stay above water and operational during a 20-year storm event.
The project will also widen the bridge which will allow for the addition of a second left turn lane onto southbound Winding Way, continuous bike lanes and ADA compliant sidewalks throughout the project area. These changes will help address operational deficiencies and traffic congestion - most notable during peak evening commute hours which affects an estimated 30,900 vehicles a day.
The estimated construction cost of replacing the Arcade Creek Bridge including Construction Management is approximately $15.3M and is primarily funded through the federal Highway Bridge Program (HBP) funding with City Major Street Construction Funds being used as the Local Match. The County of Sacramento has partnered with the City to provide funding for the additional bridge width required for the additional left turn lane as the additional structure width was not eligible for HBP funding.
The City is currently advertising the project for construction with bids due in early March. Construction efforts are expected to begin in late May 2025.

Removal and replacement of the structure over Arcade Creek will be a difficult process and must be completed during the dry season when the creek has minimal flows. For this reason the project will be closing Auburn Boulevard, between Winding Way and the SR-244 Ramps as shown above. The closure will start at the end of May so this work can proceed as quickly as possible. The City and County recognize that this is an inconvenience for area residents and encourage interested parties to view the Detour Map (below) and plan accordingly.
Lanes will remain open between Winding Way and Auburn Blvd to the west of the project with the exception isolated closures for final paving operations. Lanes will remain open between SR-44 ramps and Auburn Blvd to the east of the project. The primary detour will utilize Watt Avenue as shown on the detour exhibit below (red route). A local detour route will be available for residents, businesses, and local traffic (blue routes).
