Officer-Involved Shootings and other instances of force resulting in serious injury or death are a significant event for officers and the community. Extensive resources are dedicated to these events to ensure an accurate, thorough, and transparent investigation takes place. Regardless of the circumstances surrounding such an incident, it is imperative that the event is diligently reviewed and the actions of the officers are thoroughly evaluated. These incidents weigh heavy on the hearts of officers and are a constant reminder of the challenges of law enforcement. The Sacramento Police Department (SPD) is committed to providing high quality training to officers and to use all means possible to deescalate situations and reduce deadly force incidents. Officers are trained to stabilize dynamic events, provide for the safety of the public, and provide care and compassion to the community they serve.
The department strives to model policies and procedures that implement best practices and reflect the high level of professionalism expected of Sacramento Police Officers. Additionally, as resources allow, the department will continue to upgrade equipment, develop less lethal options for officers, and research and provide modern training.

When officers use force that results in serious bodily injury or death, an extensive and thorough investigation will take place. The Sacramento Police Department’s Homicide unit, Internal Affairs unit, and Force Investigation Team will respond to the scene to investigate. The Force Investigation Team will lead the administrative investigation as it relates to policy, tactics, and training. Additionally, investigators from the Sacramento County District Attorney’s Office and the City of Sacramento’s Office of Public Safety Accountability will respond to provide oversight to these units.
The Sacramento Police Department conducts a Preliminary Review for any incident wherein in an officer discharges their firearm at another person. This is an initial, high-level review of the incident to evaluate our organizational performance in any significant event.
Once SPD's Homicide Unit has completed their investigation, and upon completion of the administrative investigation, the Sacramento Police Department conducts a final policy review. This review determines whether the actions of our employee(s) are in compliance with department policy.
After the investigation is completed by SPD's Homicide Unit, it is then forwarded to the District Attorney’s Office, which reviews the case to determine if the officer(s) actions were lawful. After the District Attorney’s investigation and review, a written report is issued which details factual and legal findings. This report is made available to the public. If it is found that the officer(s) actions were unlawful, the District Attorney will make the determination on how the case will proceed. Sacramento County District Attorney Officer Involved Shooting FAQs
The Sacramento Police Department policies regarding the use of deadly force are consistent with the California Penal Code Section 835a, which states “Any peace officer who has reasonable cause to believe that the person to be arrested has committed a public offense may use reasonable force to effect the arrest, to prevent escape or to overcome resistance. A peace officer who makes or attempts to make an arrest need not retreat or desist from his efforts by reason of the resistance or threatened resistance of the person being arrested; nor shall such officer be deemed an aggressor or lose his right to self-defense by the use of reasonable force to effect the arrest or to prevent escape or to overcome resistance.” Officers may use deadly force if, under the circumstances, the officer reasonably believes the suspect poses a threat of death or serious bodily injury, either to the officer or to others.
