2017-09-06: 3000 block of Great Falls Way
Summary
On Wednesday, September 6, 2017, at 3:38 p.m., officers from the Sacramento Police Department responded to the 3000 block of Great Falls Way after receiving several reports from citizens of a man exhibiting violent and erratic behavior towards residents in the area.
The man detained has been identified as 37-year-old Erik Mencarini. During the event, Mr. Mencarini experienced a medical emergency and was unresponsive. Officers immediately began life-saving measures (CPR) until medical personnel arrived and took over the efforts. Ultimately, Mr. Mencarini was transported by the Sacramento Fire Department to a local area hospital where he passed away on Sunday, September 10, 2017.
Due to the events that led up to Mr. Mencarini being taken into custody and his life-threatening condition, the Department’s Homicide and Crime Scene Investigations Unit responded to take over the investigation. Since the involved officer placed handcuffs on Mr. Mencarini prior to him experiencing a medical emergency, representatives from Internal Affairs and the City’s Office of Public Safety Accountability responded to oversee the investigation.
Audio and video releases
On October 3, 2017, the Department released a total of 7 videos consisting of nine (4) Body Worn (BWC), six (3) In-Car Camera (ICC) videos and six (6) dispatch audio files. The material released depicts the actions of officers leading up to and after the time that Mr. Mencarini was transported by medical personnel.
All video and audiorecords that have been released have been redacted to ensure the confidentiality and privacy of those involved. The faces have been blurred, as outlined by the City Council policy. Audio redactions are signified by muted audio with no accompanying sound. Please be advised these videos may contain graphic images and/or profane language. Disclaimer: Personal information (names, addresses, phone numbers, identities ETC.) have been redacted in the audio/video clips to protect the privacy of those involved.
