On November 15, 2024, at approximately 11 p.m., officers responded to the 3600 Block of Fulton Avenue for reports of a woman who had refused to leave the property for the past two days. Officers contacted the woman, offered to call a tow truck and assistance, however the woman declined both of those options.
On November 16, 2024, at approximately 3 p.m., the Sacramento Police Department received an additional call from security in the 3600 Block of Fulton Avenue reporting that the woman was still on scene, refusing to leave. The caller requested the woman be trespassed from the property. Officers responded, contacted the woman, and issued her a Notice of Trespass.
On November 17, 2024, at approximately 7 a.m., the Sacramento Police Department received another call from security that the same woman who was trespassed the night before was still on the property, inside of her vehicle, refusing to leave. At approximately 10 a.m., officers responded and contacted the woman. The officers reminded the woman that she was trespassed from the property and called a tow truck on her behalf.
At approximately 10:50 a.m., the Sacramento Police Department learned that the woman did not allow the requested tow truck to tow her vehicle. Security at the property requested the police respond back to the scene. An officer responded back to the property, contacted the woman, and offered her transportation and shelter options. After approximately 10 minutes, the officer reminded the woman of the resources or be subject to arrest. During an attempt to arrest the woman for trespassing, the officer opened her car door to remove her from the vehicle. After a brief struggle, the woman was placed in handcuffs.
While attempting to put the woman in the back seat of a patrol vehicle, she became unresponsive to the officer’s instructions. The officer requested the fire department for medical assistance for the woman. The Sacramento Metro Fire Department provided emergency medical aid to the woman and transported her to an area hospital.
On November 24, 2024, the Sacramento Police Department was made aware that the woman passed away. Preliminary autopsy results showed the woman died from complications of a pulmonary embolism.
Due to the woman having a medical emergency while in police custody, the department initiated an in-custody death investigation.
The Sacramento County Coroner’s Office released the woman’s identity after the next of kin was notified.
On December 17, 2024, the Sacramento Police Department released pertinent audio and video material related to this incident. This content consisted of one narrated video, eleven (11) dispatch audio files, fourteen (14) body-worn camera videos, six (6) in-car camera videos, and two (2) surveillance videos. The videos begin with Sacramento Police Department officers contacting the subject inside of her vehicle, and conclude when the subject is transported to a local area hospital by Sacramento Metropolitan Fire District (SMFD) personnel.
This incident is being investigated by the Sacramento Police Department's Homicide Unit, Internal Affairs Division, and Professional Standards Unit. An investigation into the incident will also be conducted by the Force Investigation Team. The investigation will focus on policy, tactics, and training as it relates to the use of force. The Office of Public Safety Accountability and the Sacramento County District Attorney's Office are providing oversight by monitoring the investigation.
Conclusions regarding if the actions of the officers involved are consistent with department policy will not be made until all the facts are known and the investigation is complete.
