Biased Motivated Crime is any crime that is committed primarily to injure, degrade, or deprive a person of his/her dignity, well-being, or possessions because of prejudice against his/her race, nationality, age, sexual orientation, sex, religion, or disability. The California Penal Code 422.55 defines biased motivated/hate crime as "a criminal act committed, in whole or in part, because of one or more of the following actual or perceived characteristics of the victim:

In March of 2021, the Sacramento Police Department (SPD) changed the way bias-related incidents were documented, tracked, and investigated. The new policy (GO 524.04 - Hate Crimes) was codified in May of 2021. Due to this policy and practice change, a substantial increase in bias crime data exists compared to pre-2021 reporting. Moreover, the Sacramento Police Department created the Bias Crimes Taskforce which consists of multiple detectives and supervisors who specifically trained in investigating these serious incidents.
The Sacramento Police Department reviews all biased-related incidents that are reported to the Department. Following a review by investigative personnel, the incidents that are determined to be a violation of a criminal statute and meet the criminal elements set forth under California Penal Code 422.55 are reported to the Department of Justice for National Incident-Based Reporting System (NIBRS). In an effort to educate the public and encourage victims to report biased-related incidents, the Sacramento Police Department has elected to share all reported biased-related incidents with the public. Below are summaries of biased-related incidents that have been reported to the Sacramento Police Department. The summaries provided contain graphic language that some may find disturbing, discretion is advised.
