Biography of Councilmember Jennings

Rick Jennings, II was born in Houston, TX and raised in Washington, DC. In 1972, he earned a football and track scholarship to the University of Maryland graduating with a Bachelor of Arts Degree in Criminal Justice. Rick is proud to be the first college graduate in his family.

Rick was drafted in 1976 in the 11th round by the Oakland Raiders Professional Football team. With Rick returning punts and kickoffs, The Oakland Raiders won Super Bowl XI with a score of 32–14 over the Minnesota Vikings. To this day, Rick bleeds Silver and Black and wears his Super Bowl ring proudly.

From 1980 to 1992, Rick worked his way up from Sales Representative to Regional Sales Manager for the Xerox Corporation where he won numerous awards and recognition.

Since 1997, he has served, with distinction, as the Chief Executive Officer of the Center for Fathers and Families (CFF), a non-profit organization dedicated to strengthening families and building communities in Sacramento. Under Rick’s leadership, CFF has become a true family resource center. Today, CFF serves over 1,800 at-risk youth each day with after school programs and 100 adults weekly with parenting, anger management, domestic violence classes, and health services.

In addition to serving the needs of the community as CEO of CFF, Mr. Jennings was elected to Sacramento City Unified School Board of Directors in 1996. He was re-elected to two more terms serving 12 years representing the youth and parents of the Sacramento region.

In 2014, Rick was elected to the Sacramento City Council to represent District Seven and was reelected for a second term in 2018. He represents the communities of Greenhaven, Pocket, Little Pocket, Land Park, South Land Park, Curtis Park, and Z'Berg Park. Rick also served as the Vice Mayor for the City of Sacramento in 2016.

Councilmember Jennings was appointed to serve on the following Multi-Jurisdictional Joint Powers Authority (JPA) boards on behalf of the City of Sacramento:

  • Sacramento Area Council of Governments (SACOG)
  • Sacramento Area Flood Control Agency (SAFCA)
  • Sacramento Public Library Authority (SPLA)
  • Sacramento Regional Transit

He also represents the City’s interests on the Budget and Audit, Personnel & Public Employees, and Racial Equity Committees. In addition, he has served on the Board of Directors of the following community organizations: Sacramento Sports Commission; Los Rios Advisory Foundation; 1st Tee; West Ed; Wells Fargo Advisory Board; Oak Park PAC; Church Co-Op Credit Union; SABGC.

Councilmember Jennings’ agenda for District Seven includes:

  • Focus on flood control and how it impacts our homes and our families and continuing the work on improving our flood control facilities working with our state and federal government partners.
  • Creating partnerships with our schools and our libraries to expand community programs to provide new opportunities for our youth and seniors, investing in people through programs that enrich their lives.
  • Increasing public safety through strong neighborhood watch programs, providing community support to keep our streets safe while making certain our police and fire departments are supported so that they can do the job of protecting us.
  • Encourage and support our existing businesses, bring in new business to create jobs, strengthen our economy, provide support for job creation, as bringing jobs to District 7 further strengthens our community providing a strong foundation to our City’s success.

Rick married his wife Cassandra in 1978, and they are the proud parents of a son, TJ, a college basketball coach and community college administrator in Hanford, CA, and a daughter, Asha, an attorney in Abu Dhabi. In his spare time, Rick is enjoying his role as a grandfather to Lyla Camile, Layani Corine, Brinkley Dai, and Bailey Drew.
