The tax imposed under this code (City code 3.16) is solely for the purpose of raising income and revenue necessary to pay the usual and current expenses of conducting the municipal government of the City. This tax has existed since 1978. This tax is charged on all NON-Exempt real property transfers that take place in the City limits. Permits and Taxes facilitates the collection of this fee. They can be reached Monday - Thursday 8:30 a.m. - 4:00 p.m. and Friday 8:30 am to 12:00 pm at (916) 808-1202.
This tax can be charged to either the buyer or the seller upon mutual agreement within an escrow agreement BUT if unpaid in the sales escrow – the established policy has the responsibility fall to the BUYER as the buyer has control of the real property.
The transfer tax is charged at $2.75 per thousand on the full Value of Consideration (VOC) / Purchase Price.
(Example: [VOC] $155,237 X .00275 = $426.90 [tax due] )
