All businesses that operate in the City of Sacramento or do business with the City of Sacramento must have a Business Operation Tax certificate. A Business Operation Tax Certificate (BOT) is the equivalent of a business license in other jurisdictions. Visit the Revenue page to apply, renew or for additional information.
*Exemptions to BOT: Charitable and Nonprofit Organizations, Disabled Veterans, Grant recipients, Expense Reimbursements, some Financial Institutions, and Approved Government Agencies.
Contractors must provide the same benefits to employees with domestic partners as they do for those with spouses, in accordance with City, state, and federal laws.

The LBE Preference Program is applicable to all City procurement opportunities under $250,000 and provides a 5% preference to qualifying businesses. For professional service contracts only, this preference also applies to procurement opportunities of $250,000 or more. City Code Chapter 3.64.010
The LBE Participation Program is applicable to non-professional, professional, and public project/construction contracts $250,000 or more unless waived by the City Manager or the City Manager's designee.
