Community Outreach

The Office of Community Outreach deploys teams of Neighborhood Resource Coordinators (NRCs) into the community daily to engage people experiencing homelessness and connect them with resources including emergency shelter, social services and rehousing support.

The NRCs work in close coordination with behavioral health teams from the County of Sacramento as well as other organizations as part of the City/County partnership on homelessness.

Community Outreach field staff largely respond to 311 calls for service involving a homelessness concern, providing support to unsheltered residents such as ensuring they have been entered into the Homeless Management Information System, a shared localized database used by organizations that provide services to people who are homeless or at risk of becoming homeless.

NRCs also partner with public safety personnel as they work to achieve compliance with City laws and ordinances. Calls for service types involving unhoused community members can include:

  • Unlawful encampment on public property.
  • Homeless encampments 500 feet from a school.
  • Homeless encampments blocking sidewalks.
  • Self-referrals made by unhoused community members who are requesting assistance.
