The Draft 2040 General Plan and Draft Climate Action & Adaptation Plan were released for public review on April 28, 2023. These documents contained draft goals, policies, and implementing actions that will determine how Sacramento will grow, develop, and respond to climate challenges over the next 20 years. These draft documents were informed by community outreach conducted in Phases 1 and 2 of the Sacramento 2040 project which engaged thousands of Sacramento residents.
To collect feedback on the draft General Plan and Climate Action & Adaptation Plan, an Online Self-Guided Workshop was developed. The Online Self-Guided Workshop was divided into roughly a dozen stations, providing high-level overviews of the major topic areas covered by the documents. Workshop participants could choose which components of the plan most interest them and focus their comments there. This also gave participants the flexibility to review and provide comment at a time and place that is convenient for them. Station materials were also available in Spanish and Simplified Chinese.
To encourage participation in the Online Self-Guided Workshop, City staff hosted pop-up booths at various events around the city throughout the summer of 2023. Three webinars hosted by the City between May and June of 2023 also aimed to provide more detailed orientation and provide an opportunity for questions from the community.
Additionally, staff hosted an outreach series called the “Conversation with a Planner.” It was an opportunity for casual conversation about an important city planning topic, such as mobility and active transportation, land use and housing, and environmental justice and climate adaptation. Each conversation was centered around a specific topic (see below), and community members were welcomed to come and go throughout the event. Throughout each conversation, participants had the opportunity to visit the Self-Guided Online Workshop and provide their comments in real-time.
Finally, staff presented to numerous City Commissions as well as City Council several times in Phase 4 to check-in on key decision points.
