While the roles of developers, the city, and the state in relation to housing production differ significantly, they are each important contributors to us meeting our housing goals locally.

DEVELOPERS (INDIVIDUALS) – For both market rate and affordable housing, developers must secure the land for the housing project, obtain the necessary financing and funding to build their project, design and construct their project per local and state requirements, and once the project is completed, they must sell or manage and maintain the house or development.

CITY – The City ensures that there is adequate land with the appropriate zoning to allow a variety of housing types to meet projected housing needs, and creates and administers the review of planning applications to ensure projects meet development standards and planning document requirements. It also sets and administers fees to recover costs and pay for impacts the development has on essential city infrastructure, and actively seeks funding to support affordable housing and infrastructure to incentivize infill development.

SACRAMENTO HOUSING AND REDEVELOPMENT AGENCY – The Sacramento Housing and Redevelopment Agency (SHRA) is a Joint Powers Authority created as a public agency by the City and County of Sacramento in 1973. In its role as the Housing Authority, SHRA owns and operates public housing units and provides various forms of financing for privately owned deed restricted units in the City. SHRA also acts as the City’s local housing finance agency, administering local, Federal, and State funding programs for the provision of affordable housing such as the Housing Choice Voucher program, first time homebuyer assistance program, and more.

STATE – The State ensures that each jurisdiction is planning for enough housing through the Housing Element process. It provides competitive and non-competitive grant funding for housing planning, infrastructure to support housing, and gap financing to construct affordable housing. It also manages the Prohousing Designation Program, which allows jurisdiction with this designation to gain additional points when competing for State grants for affordable housing, transportation, and infrastructure.
