About our tenant protection program
Sacramento’s Tenant Protection Program was created to assist residential tenants with increasing rental rates by establishing limits on annual rent increases. For longer-term tenants, it also provides protection from unwarranted lease termination. The program helps provide renters in the City of Sacramento with more stability to help them remain in their rental unit.

Property Registration and Program Fees
- Landlords must register rental units annually (subject to the code).
- Landlords must pay an annual Tenant Protection Program fee of $20 per unit.
- Registration information and program fee invoices are mailed directly to landlords.

Maximum Rate Increase Limit
- Maximum allowable rental rate increase cannot exceed 5 percent plus the change in the CPI.
- Maximum rental rate increase is updated annually. Effective July 1, 2024, the maximum rate increase is 8.8 percent.
- Rental rate cannot be increased more than once every 12 months and applies to all tenants regardless of how long they have resided in the unit.
- Landlord can petition City to have hearing examiner review a rent increase above the maximum. Documentation is required to justify the request.
Eviction Protections
- Landlord must offer to renew rental housing agreement if the tenant has resided in the unit for more than 12 months plus one day.
- Evictions are prohibited without a “just cause” reason once tenant has resided in rental unit for more than 12 months.

2024 Annual maximum rent increase adjustment
Effective July 1, 2024, the annual rent adjustment maximum is 8.8% . More information on annual rent adjustment including how it is determined here.
Annual Rent Adjustment Maximum Allowable Increases
- Effective September 12, 2019 through January 13, 2020: 8.5%
- Effective January 14, 2020 through June 30, 2020: 8.3%
- Effective July 1, 2020 to June 30, 2021: 6.0%
- Effective July 1, 2021 to June 30, 2022: 9.0%
- Effective July 1, 2022 to June 30, 2023: 10.0%
- Effective July 1, 2023 to June 30, 2024: 9.2%
