A Residential Remodel activity encompasses a very large array of projects. The scope of some residential remodels includes work that falls under the “Minor Permit” category. In general, the scope must be considered non-structural to be considered a minor remodel permit. Non-structural remodels do not involve the removal or erection of any walls or the creation of, or enlargement of openings in any walls. Plans are usually necessary so that load bearing and non-load bearing status of walls can be verified. For the preceding reasons, Residential Remodel permits involve the reconfiguration of existing residential spaces to a degree that requires plan review.
The Residential Remodel activity type is also used in the rare instance that a commercial structure is being remodeled for use as a Single Family Residence, Duplex, or Halfplex where new square footage is not being created as part of the project.

Only charged if a California licensed contractor is the permit holder.
If the project is located within the City’s Combined Sewer system fees are calculated by the number of dwelling units. If a remodel results in the creation of a new dwelling unit additional Combined Sewer fees may be due. The Utilities department should calculate and assess the appropriate fee. Projects which pay this fee do not pay the Sewer Development fee, or the County SASD fee.
Charged if the project value is $250,000 or more or has a scope of work covered by the California Green Building Code.
Due if the project falls in the Downtown, Railyards or River District areas, and will result in the creation of additional dwelling units. This fee should be assessed by the Public Finance section.

If a Residential remodel activity is used for the permitting of the conversion of a garage or storage building into a Residential Dwelling unit the project should be targeted to Fire for review and this fee may be charged by the Fire Department.

This fee is exclusively calculated and assessed by the Fire Department. If a project is targeted to Fire for review this fee will likely be charged.
Charged on new residential units as established in the Mixed Income Housing Ordinance (City Code 17.712)
This fee would only be due if the proposed project included the creation of a new dwelling unit and the project is located within the Jacinto Creek area. Calculation, assessing, and invoicing of this fee is the responsibility of the Department of Public Works per city code section 18.28.100.
This fee is due if the project will result in the establishment of a new dwelling unit.
Charged when expedited plan review services are requested and provided by the city. This is an optional service.
Charged when expedited planning plan review services are requested and provided by the Planning Division. This is an optional service.

This fee is calculated by Public Works Staff in the Development Engineering section. The fee is a function of the number of plan review hours expended reviewing the project. Residential Remodel activities would only be targeted to Development Engineering if the scope of the purposed remodel would change how the existing parcel interacts with the public way (e.g. relocation of the driveway or addition of a driveway).
A Residential Remodel permit could owe Regional Sanitation fees if the new development will result in greater sanitation flow. An example would be the remodel of an existing garage into a Single Family Dwelling unit. Especially on infill lots, Regional Sanitation should be consulted to determine the appropriate fee.

This is not charged in general on rehabilitation or remodeling of existing dwelling units. In the event that a structure is being remodeled into use as a dwelling unit then this fee would be charged.
Projects located in the City Sewer Service Area requiring a new tap pay based on the size of the required service. If an existing tap needs to be enlarged fees could also be due. Projects which pay this fee do not pay the Combined Sewer fee or the County CSD-1 fee.
Due on all conditioned (air conditioned or heated) square footage added to the first and/or second floors of residential structures designated to be in the SAFCA-DIF area. Basements are exempt. Conversion of existing square footage to damageable square footage (most likely scenario triggering this fee under a residential remodel permit is the conversion of previously commercial second story square foot to residential dwelling square footage).

If the property is in SASD, the sewer fees must be paid at the Regional Sanitation District offices. If this fee is paid, the Combined Sewer fee and the Sewer Development fee are not due.
Due on projects which establish a new residential dwelling unit paid per unit established.
Charged whenever CDD charges the STA fee. 2% of the STA fee.

Paid directly to the school district the project is located within. Fee due on additions greater than 500 sq. ft. See the school impact fee detail for more on calculating the increased square footage if the project involves removal and addition of square footage. For a residential remodel conversion of garage or storage space to habitable (related to spaces >500 sq. ft. would trigger fees).
Proof of payment must be presented prior to permit issuance.
If the projects falls within the South Natomas FBA area, and the addition will result in an additional dwelling unit this fee may be due.

Charged when the project results in the creation of a new dwelling unit.
This fee is calculated by Utilities Department Staff in the Utilities Development Services section. The fee is a function of the number of plan review hours expended reviewing the project.
This is an optional fee for Over the Counter or Expedited Plan Review performed by the Department of Utilities on building permit applications.
This fee is charged on any project which requires a new water tap or increases the size of an existing tap. The fees are based on tap size. In the event that a Residential addition involves increasing the water tap this fee should we calculated by the Utilities Department.
If the project scope necessitates an increase to the water service size a meter will be required. The Utilities Department is responsible for calculation of this fee.
This fee may be assessed as needed by the Utilities Department staff, or the Fire Department staff. It can be needed for several reasons. In all cases the Utilities Department staff is responsible for assessment and invoicing.
Due if the project falls within the 65th St area and the project results in the creation of a new dwelling unit. This fee is assessed by Public Works.
