CORE Tiered Grant Cycle Two - Closed

I. Tiered Grant

Funds from the Go-Biz grant will be distributed through another Tiered Grant process to eligible CORE participants and businesses. Now in its third year, the Tiered Grant is a noncompetitive process, where the amount allocated to each tier is determined by the number of qualified applicants.

Beginning with the 2024-Tiered Grant Cycle Two, two additional contributory tiers, Tier 4B and Tier 5B, will be introduced specifically for shared-user applicants and permitted shared-users of permitted shared-use manufacturing facilities. These ancillary tiers, Tier 4B and Tier 5B, will offer a reduced amount of grant funds compared to the primary Tier 4 and Tier 5 levels. The introduction of these additional tiers aims to create a more equitable distribution of grant funds, recognizing that shared-user applicants and shared-users typically incur lower startup costs compared to operators of permitted shared-use manufacturing facilities

Similar to the previous Tiered Grants, OCM requires all previous grantees interested in applying for the 2024-Tiered Grant Cycle 2 to have submitted documentation validating compliance with the Grant Agreement and other requirements. This step aims to gather updates on the projects and initiatives that were previously funded, allowing for evaluation, tracking their progress through the application process and operation of an existing business.

Important Dates for the 2024-Tiered Grant Timeline:  

  • On or before the end of the business day on August 21, 2024: Previous grantees who received over $5,000 in grant funds must submit all expenditure records, documentation, narrative reports, and fulfillment of all conditions and requirements in the grant report. (see below for more details)  
  • On or before the end of business day on September 2, 2024: Previous grantees who received over $5,000 in grant funds must obtain a confirmation email from OCM certifying their submission of expenditure records, documentation, narrative reports, and fulfillment of all conditions and requirements in the grant report.   
  • September 2, 2024: The 2024-Tiered Grant Cycle Two opens to all eligible CORE participants.   
  • September 16, 2024: The 2024-Tiered Grant Cycle Two closes. 

Application process and requirements: 

Business with no Business Operating Permit (BOP) - Tiers One to Four

  • Tier One - Applied for Conditional Use Permit (CUP)  
  • Tier Two - Has CUP (Approved or Existing – must be consistent with the use for proposed cannabis business),a small manufacture, or a testing lab. Small manufacturers are manufactures with gross receipts of less than $100,000, limited to packing and labeling without extraction activities
  • Tier Three - Building Permits issued  
  • Tier Four - Certificate of Occupancy (CofO) issued 
  • Tier Four B – Shared-user applicant of a permitted share-use manufacturing facility that has both BOP and CofO  

Business with BOP - Tier Five 

  • Tier Five – BOP Issued
  • Tier Five B – Permitted shared-user that has BOP of a permitted shared-use manufacturing facility  that has both BOP and CofO

Applications will require the following information and documentation:

General information required for all tiers (Tier One to Five)

  • Name and Contact Information  
  • City Business Operating Permit Number (OP#) (if applicable)
  • Business Name  
  • Business Address and Location  
  • Cannabis Business Activity(s)/Business Type  
  • A confirmation email from OCM certifying your submission of expenditure records, documentation, narrative reports, and fulfillment of all conditions and requirements in the grant report (for previous grantees only)   
  • Signature of CORE Grant Applicant (OCM may require a copy of the applicant’s photo ID to ensure the named applicant is actually applying for the grant)

In addition, documents required for businesses without BOPs (Tier One to Four)  

  • Signed Bylaws or Operating Agreement
  •  Article of Incorporation, Article of Organization or Article of Association  
  • Statement of Information filed with the Secretary of State within the last 2 years
  • List of owners and ownership percentages
  • Notarized Statement of Owner Consent

Specific documents for each tier

  • Tier One: Z or P file number(s) for CUP application (No TMP or PLN numbers, which are temporary files)
  • Tier Two: Record of Decision(s) (ROD) for CUP  
  • Tier Three: Building permit(s)   
  • Tier Four: Certificate of Occupancy(s) (CofO) 
  • Tier Four B: Certificate of Occupancy(s) (CofO) and a signed shared-use agreement/contract between the shared-user applicant and permitted share-use manufacturing operator 
  • Tier Five: Business Operating Permit (BOP)   
  • Tier Five B: Business Operating Permit (BOP) and a signed shared-use agreement/contract between the shared-user and permitted share-use manufacturing operator

Once the award for each tier is announced, applicants will need to:

  1. Provide a detailed budget clearly showing how grant funds will be used within the next 6 months towards opening or keeping open a regulated cannabis business in Sacramento; and 
  2.  Sign and return a grant agreement indicating that the funds will be spent towards opening or keeping open a CORE cannabis business; and 
  3.  Apply for a Supplier ID account, if applicant doesn’t already have one, that lists the correct business or personal name the check will be issued to and the address the check will be mailed to.  Remember that grants are generally taxable, so contact your accountant for further tax implication information. 

Important things to remember:

  • One grant is available per person, per business. Additional grant applications submitted for the same person/business will be deemed void.    
  •  The grant application is open to all verified CORE participants whose cannabis business fits into one of the above Tiers, except those with a disqualifying event as determined by OCM. 
  • Funding can be used for any regulated cannabis business purposes: inventory, equipment, rent, marketing, etc.

Disqualifying events include: 

  • Previously receiving a grant award (over $5,000) and failing to move to the next tier and/or inability to provide adequate documentation as determined by OCM showing at least 70% of prior grant was used for the identified regulated cannabis business and location in the previously approved budget. 
  • Note: Moving to the next tier due to a changed location or other events will require additional financial documentation to confirm that previous grant funding was spent on a regulated cannabis business in conformance with the approved budget 
  • Misuse of any grant funds from the City of Sacramento for unapproved expenses or use on an unapproved business. 
  • Default on a CORE Capital Loan (loan sent to collections). 
  • Default on Business Operations Tax (BOT).
