Regionally Coordinated Homelessness Action Plan

The Regionally Coordinated Homelessness Action Plan (RCHAP) is an important step in the City's and County's efforts to collaboratively and strategically address homelessness.

Building off the progress made under the Local Homeless Action Plan (LHAP), RCHAP secures crucial Homeless Housing, Assistance, and Prevention (HHAP) state funding and defines impactful, region-wide solutions.

By fully implementing the All In Sacramento initiative, the goals include:

  • A Reduction in the number of people experiencing homelessness
  • Faster pathways to housing and rehousing
  • More equitable access to housing and services across the system
  • Greater transparency and accountability across the entire system

The All In Sacramento Regionally Coordinated Framework and Action Plan to Prevent and End Homelessness has been approved by the City of Sacramento, Sacramento County, and the Sacramento Continuum of Care.

Developed with input from hundreds of community members during planning sessions, the plan outlines a collaborative approach to addressing homelessness in the region.

A Strategy for Addressing Homelessness

The All In Sacramento plan builds on the foundation of the 2022 Local Homeless Action Plan, which established a regional partnership, outlined strategies, set benchmarks, and fulfilled state funding requirements.

This phase introduces eight core strategies to strengthen and coordinate efforts to address homelessness:
